*About The Position* The Award Manager is responsible and accountable for providing institutional-level sponsored programs administration services including creating and maintaining relationships with extramural sponsors, presenting information to all stakeholders on behalf of the Office of Award Management (OAM), driving negotiations and other efforts to timely resolution, and administrative problem-solving.
*\*\*\*PLEASE NOTE: THIS IS A HYBRID POSITION! MUST be within commutable locations to Bethesda, MD, San Antonio TX, or Tacoma, WA!\*\*\** *Salary Range* $80,600 - $119,300.
Salaries are determined based on several factors including location, external market data, internal equity, and the candidate’s related knowledge, skills, and abilities for the position.
Responsibilities * Aid, guide and counsel during development, pre-submission administrative review, management, authorization and transmittal of grant and contract proposals to federal and non-federal funding agencies to include industry sponsored clinical trial agreements * Review, endorse, and submit highly complex proposals for federal and non-federal funding * Perform comprehensive analysis of a variety of awards (e.
g.
, contracts, grants, clinical trial agreements and cooperative agreements) * Provide advice to both internal and external staff regarding critical and/or sensitive sponsored programs issues * Establish projects internally by completing required study startup activities in collaboration with Office of Research Management (ORM) and Finance * Read and interpret contracts and other award documents to determine budget, invoicing schedule, restrictions and other pertinent information * Interpret regulations and guidelines of program funding for grants, cooperative agreements, contracts and clinical trial agreements * Review and negotiate awards on behalf of Geneva and in collaboration with portfolio teams, sponsors, contract research organizations and/or site management organizations in compliance with all applicable policies and regulations to minimize risk to Geneva and its clients * Review and submit progress reports to sponsor ensuring accuracy and compliance with sponsor requirements * Provide support of study closeout activities including sponsor disposition requirements and receipt of final award deliverables in collaboration with ORM * Maintain and update files of applicable award documentation (including approvals, amendments, modifications, etc.
) as well as any communications with the sponsor or any other Federal or regulatory office (including prior approvals, change in scope, etc.
) * Serve as the primary point of contact between Geneva and its sponsors, ensuring that all administrative requirements associated with the submission of applications, acceptance and conduct of awards, and issuance and monitoring of awards are met * Review and submit sponsor correspondence such as requests for prior approval and no cost extensions * Develop and deliver training for employees in research administration * Represent the organization in providing solutions on administrative issues associated with specific projects * Review and approve detailed documents, proposals, reports, and/or related materials * Provide analysis of data for identification of trends Management Responsibilities: * Aid Human Resources in staffing, hiring, salary negotiations, and performance review process for direct reports * Conduct counseling, corrective action, up to and including termination, with Human Resources and Director * Oversee general administrative needs such as timesheet approval and distribution of forms for assigned staff * Manage all assigned staff to ensure optimal performance * Ensure staff demonstrate basic understanding of their job description and work responsibilities * Plan and facilitate individual and team meetings * Assure all staff complies with Foundation and federal policies, procedures and SOPs * Work with Human Resources to implement hiring procedures Qualifications * Bachelor's Degree in Business, Accounting, or related field * Minimum of four (4) years' pre-award experience within the grants and contracts arena, and/or contracting experience, with emphasis in language/contract term review and recommendation * Experience with the administration of awards from various federal sponsors including grants, contracts and industry sponsored clinical trials * Experience managing fixed price, time & materials/labor hour, and cost type contracts (and/or subcontracts) and solid understanding of Government regulations associated with the administration of each * Ability to perform and comprehend price and cost analyses * Ability to work independently and proactively is required * Strong written and oral communication skills with a high level of customer service required * Advanced skills in grammar and technical editing ability required * Computer skills including intermediate level experience with Excel and other Microsoft Office Software required * Developed understanding of OMB Regulations, DoDGARs, FAR, DFARS, and other applicable regulations * Certified Research Administrator and/or Certified Federal Contracts Manager preferred * Experience with industry sponsored awards preferred * DoD process and procedural knowledge preferred Job Type: Full-time Pay: $80,600.
